City Legislative Committee

The City of Mill Creek supports funding for projects that improve city operations, financing basic city infrastructure capital projects, and planning for land development and infrastructure improvements to increase and improve on city services as well as increase the safety of our residents and visitors across our facilities. The legislative committee consists of Mayor Pro Tem Vignal, Councilmember Melissa Duque, and Councilmember Connie Allison.

INFRASTRUCTURE AND CAPITAL PROJECTS

  • Support for continued advocacy for the funding of the post-concept stage of the planning process that will entail engineering and construction planning for the Dobson, Remillard, Church, & Cook (DRCC) property.
  • Funding for direct and meaningful investments in traditional local infrastructure (such as stormwater systems) for operations and maintenance of aging systems, including expanded and reliable funding for the Public Works Assistance Account. [AWC Priority]
  • Funding of the North Creek Trail fence.
  • Funding for electric vehicle (EV) stations.

LAND USE/GROWTH MANAGEMENT ACT (GMA)

  • Support for continued advocacy to respect local discretion on how to best accommodate density and allow for maintaining consistency with local needs.
  • Support for incentivizing condominium construction to bolster home ownership opportunities, including support of a study of liability issues to develop recommendations to address current barriers to construction of new condominium builds. [AWC Priority]
  • Funding of the assessment of the annexation feasibility study.
  • Support with ensuring better coordination of development standards in unincorporated Urban Growth Areas (UGAs) and cities to facilitate future annexations by requiring the county to apply city development standards in unincorporated UGAs to facilitate future annexations. [AWC Priority]
  • Support the eCityGov Alliance to modernize MyBuildingPermit.com.

PUBLIC SAFETY

  • Funding opportunities to offset increases in jail services including, but not limited to, the coverage of booking and housing costs for mandatory misdemeanors such as domestic violence or driving under the influence cases.
  • Funding for recruitment and retention through state grants, including, but not limited to, the full coverage of BLEA training costs.
  • Funding for crosswalk/sidewalk improvements and lighting for parks and facilities.
  • Funding for sustained graffiti abatement programming.
  • Funding for encampment resolution work in cities and private lands.
  • Support on efforts to prevent and address juvenile crime, including expansion of juvenile behavioral health treatment capacity and state correctional capacity. [AWC Priority]

TRANSPORTATION

  • Funding for transportation studies that focus on speed reduction and traffic impacts.
  • Funding for improvements to our roadways, including paving projects for Trillium and Silver Crest Drive.

PUBLIC RECORDS REFORM

  • Support for updates to the Public Records Act (PRA) that will address the problem of potential misuse of current laws where the City incurs unnecessary costs related to public record requests. [AWC Priority]
