Contracting With The City

FOR CONTRACTING ON CITY PROJECTS:
1.  The City is currently under contract to use MRSC Rosters for Small Works, Consultant, and Vendor selection.
To help the City to notify you of opportunities and to pursue advertised opportunities to contract with us, we recommend you register your business at MRSC Rosters and make sure you are listed on the appropriate roster(s) for the work you can do

2.  For Public Works bid documents during active Advertisements/Invitations for Bids, go to the Builder's Exchange of Washington website.

The City posts bid documents for active bidding on the Builder's Exchange of Washington website.  Builder's Exchange of Washington also compiles and provides a plan holders' list of the names and addresses of contractors who register to download the plans and specifications for a specific project.

Links to the project plans and bid/contract/special provisions documents are provided above for information purposes.  However, unless specifically indicated otherwise above, the Builder's Exchange of Washington website shall be the official source for bid documents for active Advertisement for Bids, including any issued bid addenda before the Bid Opening Date and Time.

3.  You will need an active City of Mill Creek Business License to sign a contract with the City.
The City of Mill Creek participates in the Washington State Business Licensing Service partnership.  Apply for a business license at the Department of Revenue (DOR) business license page. The Mill Creek business license fee schedule and other important information is located here.

4. The following terms and conditions apply to all submissions responding to Requests for Qualifications (RFQs)
A.  The City reserves the right to reject any and all qualifications, and to waive minor irregularities in any qualification.
B.  The City reserves the right to request clarification of information and/or additional information for any submission in response to an RFQ.
C.  Respondents to an RFQ must follow all procedures and requirements stated in the RFQ document.  Adherence to procedures and requirements of an RFQ will ensure a fair and objective analysis of all submitted qualifications documentation.  Failure to comply with and/or respond to any part of an RFQ procedures and requirements may result in rejection of the submittal.
D.  The City shall not be responsible for any costs incurred by a company preparing, submitting, and/or presenting its responding submission to the RFQ.  This includes participation in interview(s) or other RFQ requirements.
E.  The City reserves the right not to award any portion or all of the project if it finds that none of the responding submissions for an RFQ meet the specific needs and requirements or the project.
F.  Any or all submitted qualifications may be withdrawn up until the date and time identified as the deadline for submission.  Any qualification not so timely withdrawn shall constitute an irrevocable offer to sell to the City the services described in the submitted qualifications for a period of sixty (60) days after the deadline for submission.
G.  A contract resulting from acceptance of a submission in response to an RFQ shall be in a form supplied or approved by the City.  The City reserves the right to reject any proposed agreement or contract, or any amendment to a form supplied by the City, unless approved by the City Attorney.
H.  The City reserves the right to award any contract to the next most qualified company if the successful company does not execute a contract with the City within thirty (30) days of being notified of selection.
